Using data
from the Office of Personnel Management’s 2002 Federal Human
Capital Survey, a Best Places to Work Index was created to measure
overall employee satisfaction.
The Best Places
to Work in the Federal Government is a first of its kind ranking
of employee satisfaction in federal agencies sponsored by the
Partnership for Public Service and the Institute for the Study
of Public Policy Implementation at American University.
What
The Best Places to Work Rankings Tell Us:
"Employee
satisfaction is one of the critical ingredients in creating a
high performance organization."
"There
are three key aspects of the federal work environment that are
the top, higher impact drivers of employee satisfaction. They
are (1) effective leadership, (2) fully utilizing the skills of
talented employees, and (3) a sense of teamwork and collaboration.
Managers who want to increase employee satisfaction should begin
by examining employee feedback in these three fundamental areas."
"The
Best Places to Work in the Federal Government data sends a clear
signal that federal organizations need to shift their management
focus back to the fundamentals. The rankings can help managers
and leaders prioritize a management agenda for their organization"
"Without
employee trust in an organization’s leadership and management

Region 5 Results
Region 5 ranked
99 out of 115 agenices. Overall, Region 5 barely ranked above
the government average. It was judged to be at least above the
average on three "benefits" criteria, while it did not
even get ranked for the other seven "work-related" criteria
because it scored at best below the government average!
